    An automotive customer asks whether the plant is ResponsibleSteel certified, and the honest internal answer is that nobody knows how close the site is. That question starts most self-assessments, and the self-assessment is usually the moment a site learns what certification will really take.

    ResponsibleSteel is the steel sector's multi-stakeholder certification scheme, and it works the same way IRMA works upstream: sites are audited individually, the audit is independent, and the result is published. This guide covers what the Standard requires, what Core Site Certification and Certified Steel mean, how the audit runs, and why the self-assessment phase decides the timeline.

    TL;DR

    The current benchmark is the ResponsibleSteel International Production Standard v2.1.1, launched in October 2024. Version 3.0 is in revision, with public consultation expected in late Q3 2026.

    Certification is site-level, not company-level. Each steelmaking site or cluster is audited and listed separately.

    The Standard has 13 principles and more than 300 core site requirements, plus over 500 requirements in total once Progress Levels are included.

    Core Site Certification is the base. Certified Steel is a further claim that requires at least Level 1 on both the Decarbonisation and Materials Sourcing Progress Levels.

    A self-assessment against the Standard is the first step of the official process, and the auditor reviews it during Stage 1.

    Certificates run for three years, with a surveillance audit around 18 months in.

    Fees paid to ResponsibleSteel are published. Certification body audit fees are not, and internal preparation is usually the larger cost.

    IRMA, Towards Sustainable Mining, Bettercoal and the Copper Mark are recognised upstream programmes whose supplier performance counts towards materials sourcing levels.

    What ResponsibleSteel certification is

    ResponsibleSteel is a not-for-profit, member-governed standard and certification body. It grew out of Australia's Steel Stewardship Forum, was incorporated in 2016, and published the first draft of its International Production Standard in 2017, with more than 70 organisations involved in developing it.

    The governance is the reason buyers treat the certificate as more than a self-declaration. The board has twelve directors, split evenly between business members, civil society members and independent members, decisions need a two-thirds majority including at least one civil society and one business director, and voting on resolutions is split 50/50 between business and civil society regardless of headcount.

    Certification currently applies to steelmaking and processing sites. A downstream chain of custody programme has been announced and is still to come, so a customer asking for certified material is asking about something the scheme does not yet cover at product level in that way.

    The 13 principles and the Core Site Requirements

    The Standard is organised into thirteen principles. Each one draws evidence from a different part of the business, which is why certification runs as a cross-functional programme with owners in operations, HR, procurement and environment.

    1–2. Corporate leadership and management systems

    Leadership commitment, and the social, environmental and governance management systems that make the rest auditable.

    3–4. Responsible sourcing, decommissioning and closure

    Where input materials come from and how they are assessed, plus planning for the end of the asset's life.

    5–7. Occupational health and safety, labour rights, human rights

    Safety performance and systems, freedom of association and terms of work, and human rights due diligence with records to match.

    8–9. Stakeholder engagement and local communities

    Documented engagement, grievance handling and community impact management. These rest on records that cannot be produced retroactively.

    10. Climate change and greenhouse gas emissions

    Emissions accounting and decarbonisation, assessed against scrap-variable thresholds under the Progress Levels.

    11–13. Noise, emissions, effluents and waste, water stewardship, biodiversity

    The environmental performance block, where the evidence is monitoring data: measurements, permits and trend records.

    Core Site Certification means the site has been independently certified as conforming with more than 300 requirements across those principles. That is the certificate that appears on the public list, and it is the one almost every certified site holds today.

    Tip. Start from the principle list instead of the full 300 requirements. Mark which function owns which principle, name a person in each one, and leave the sustainability team the coordinating role while those functions supply their own evidence.

    Progress Levels and the Certified Steel claim

    Above the core requirements sit two four-level scales. The decarbonisation scale is assessed using scrap-variable thresholds and requires product carbon footprint disclosure, with Level 4 representing near-zero emissions. The materials sourcing scale starts at Level 1, deliberately set low enough that sites and their suppliers can begin, and rises to Levels 3 and 4 for sites running robust input material programmes.

    Reaching at least Level 1 on both scales, on top of Core Site Certification, unlocks the Certified Steel claim. This is the distinction that gets lost in procurement conversations: a certified site is not the same as certified steel, and as of 2026 the number of sites holding the Certified Steel claim is still in single figures, starting with U.S. Steel's Big River Steel in 2024.

    The self-assessment: where ResponsibleSteel certification actually starts

    ResponsibleSteel's own description of the process begins with one sentence that shapes most of the programme: conduct a self-assessment of the site against the Standard, and contract an approved certification body to conduct the audit. That self-assessment lands on the auditor's desk during the Stage 1 desktop review, alongside your documentation, data and records.

    Certification is granted site by site. The evidence behind it already exists in permits, monitoring data, HR records, procurement files and engagement logs.

    Two things make this phase harder than it looks. First, each answer is only as strong as the evidence behind it, and the evidence for 300-plus requirements is spread across operations, HR, procurement, environment and community relations. Second, the people completing it usually have an interest in a good result, and Stage 2 interviews with workers and external stakeholders are designed to test exactly that.

    On terminology. Self-assessment, desktop review, non-conformity, surveillance audit and Assurance Panel are ResponsibleSteel's own words, and worth using in correspondence with your certification body. Gap analysis, mock audit and evidence mapping are consultancy shorthand for the same work, not scheme terminology.

    How the certification process works, step by step

    1. Self-assessment

    The site works through the Standard internally and records three things: where it already conforms, where the evidence exists but sits in several places, and where the gap is operational. The completed self-assessment then goes to the auditor as an input document, so the scheme treats it as a required deliverable.

    2. Contract an approved certification body

    Only certification bodies approved by ResponsibleSteel can audit against the Standard. The site contracts the body directly and agrees the scope, including whether Progress Levels are in scope alongside the core requirements.

    3. Stage 1, the desktop review

    The certification body runs a stakeholder and media analysis and a desktop review of site documentation, data, records and the site's own self-assessment, then sets out what must be ready for the site visit.

    4. Stage 2, the on-site audit

    Auditors visit the site and interview management, workers and external stakeholders. Optimistic self-assessment answers usually surface here, because interviews test what the documents claim.

    5. Audit report and independent review

    The certification body compiles the report and identifies non-conformities. ResponsibleSteel staff and an independent Assurance Panel review it before any certification decision is taken.

    6. Certification decision and publication

    If the decision is positive, the certificate runs for three years and is published on the ResponsibleSteel website together with a public audit summary.

    7. Corrective action and surveillance

    The site continues to close out non-conformities, and the certification body runs a surveillance audit, again including worker and stakeholder interviews, around 18 months after initial certification.

    The independent review stage is worth noting. The certification body does not issue the decision alone: ResponsibleSteel staff and an independent Assurance Panel review the audit report first. That extra step is part of why buyers read the certificate as credible, and part of why the timeline is not fully in the site's control.

    What ResponsibleSteel certification costs

    ResponsibleSteel publishes the fees payable to it directly, which is unusual and useful for budgeting:

    Standalone steelmaking site under 10 million tonnes a year and under 10,000 workers: 6,000 US dollars a year, or 18,000 for a three-year cycle.

    Large standalone site above either threshold: 7,400 US dollars a year, or 22,200 for a three-year cycle.

    Steelmaking clusters: the standalone site fee plus 1,000 US dollars per additional site in scope.

    Certification body audit fees are quoted separately by each approved body and are not published. As with every scheme of this type, the largest real cost is internal: the time spent locating, reconciling and updating evidence across departments during self-assessment.

    Who is certified so far

    The public certificate list shows something over seventy issued Core Site Certification certificates in 2026, and ResponsibleSteel describes more than 80 sites as having taken the first step once ongoing audits are counted. ArcelorMittal holds the largest number of certified sites, and the list also includes Tata Steel, JSW Steel, Outokumpu, voestalpine, BlueScope, thyssenkrupp Steel, U.S. Steel, EMSTEEL, Acerinox, Aperam, Marcegaglia, Borçelik, Qatar Steel, SIJ, Industeel and Cogne Acciai Speciali.

    Demand here is commercial: buyers ask for it. Automotive is the most visible driver, and the Climate Group's SteelZero commitment gives large purchasers a procurement mechanism to ask for it. Downstream ResponsibleSteel members commit to specifying or communicating interest in certified steel, and mining members commit to starting an independent audit of at least one mine against a recognised upstream programme.

    Recognised programmes: where ResponsibleSteel meets IRMA and the Copper Mark

    For the Materials Sourcing Progress Levels, ResponsibleSteel builds on supplier assurance that already exists. It recognises four upstream programmes: IRMA, Towards Sustainable Mining, Bettercoal and the Copper Mark. Supplier performance under those programmes counts towards your levels.

    That is the practical case for running certification as a single evidence estate. A supplier's IRMA audit is already usable here. Your own human rights policy, grievance mechanism, management system documentation and monitoring data serve ResponsibleSteel, buyer questionnaires and the Consolidated Mining Standard Initiative work at the same time. Collecting it once and mapping it to each framework is the largest cost lever in certification strategy.

    One caution for anyone writing this into a plan: ResponsibleSteel's recognition list is specific. ICMM Performance Expectations, CMSI and the Aluminium Stewardship Initiative are absent from it, and its interoperability work is still described as under development. The underlying evidence overlaps heavily, and that overlap saves internal effort, while formal recognition remains limited to the four listed programmes — worth keeping distinct in anything you send a buyer.

    Where the Standard is going: version 3.0

    Version 2.1.1 has been the benchmark since October 2024. The revision to version 3.0 began with a scoping consultation in late 2024, and ResponsibleSteel expects to launch the public consultation on a first draft in late Q3 2026. The Standard is reviewed at least every five years, and it was developed using the ISEAL Code of Good Practice as its reference.

    For a site starting work now, this is not a reason to wait. The core requirements are where the evidence burden sits, and that evidence carries across versions.

    Score yourself honestly before a certification body does

    The self-assessment goes to the auditor, so an optimistic answer usually returns as a flagged item in the Stage 1 review.

    Give every principle a functional owner

    HR owns labour rights, procurement owns responsible sourcing, environment owns water and biodiversity, and sustainability keeps the programme moving.

    Decide early whether Progress Levels are in scope

    Core Site Certification and Certified Steel are different programmes of work, with different data requirements and different timelines.

    Treat stakeholder engagement records as long-lead items

    Engagement and grievance records cannot be reconstructed in an audit-prep sprint, and Stage 2 includes external interviews.

    Reuse supplier assurance you already have

    IRMA, TSM, Bettercoal and Copper Mark results from suppliers count towards materials sourcing levels. Map them before commissioning new supplier work.

    Plan for the 18-month surveillance audit

    A certificate covers three years of upkeep, so the evidence has to stay current between audits and be ready again at month 18.
